In accordance with the Decree of the President of the Republic of Belarus dated April 28, 2006 No. 277 “On Certain Issues of Regulation of the Securities Market”, the Republican Unitary Enterprise “Republican Central Securities Depository” is the central securities depository in the Republic of Belarus.
The main functions of the central depository are determined by the Law of the Republic of Belarus dated January 5, 2015 No. 231-Z “On the Securities Market”. Since 2008 RUE "RCSD" has been performing the functions of the National Numbering Agency in the Republic of Belarus.
In accordance with the Instruction of the Ministry of Finance of the Republic of Belarus dated 28.04.2018 No. 30 “Instruction on the Procedure for Carrying out Depository Activities”, the central depository of the Republic of Belarus, in agreement with the Ministry of Finance of the Republic of Belarus, is entitled to establish correspondent relations with foreign securities depositories.
In addition to performing the functions of a central depository, RUE "RCSD" carries out recording of rights on shares held in the property of the Republic of Belarus secured by the right of operational management or economic management of republican legal entities subordinate to republican government bodies and other state organizations subordinate to the Government of the Republic of Belarus or to these bodies and organizations.
RUE “RCSD” also provides custody services for issuers of shares and bonds. Owners of shares and bonds in RUE “RCSD” opened more than 20,000 “depot” accounts.
RUE "RCSD" is a state organization subordinate to the Ministry of Finance of the Republic of Belarus.
The activities of the RUE "RCSD" are regulated and controlled, within the limits established by the legislation of the Republic of Belarus, by the Securities Department of the Ministry of Finance of the Republic of Belarus.
- The Decree of the President of the Republic of Belarus dated April 28, 2006 № 277 “On some issues of securities market regulation”;
- The Law of the Republic of Belarus dated January 5, 2015 № 231-Z “On securities market”;
- The license providing the right to perform professional and exchange activities with securities dated March 27, 2003 № 0220/5200-4-1111, issued by the Ministry of Finance of the Republic of Belarus for a period of 5 years.
Validity of license is extended based on the following decisions:
- № 215 dated June 26, 2007 for a term of 5 years;
- № 145 dated May 16, 2012 for a term of 10 years till July 29, 2022.

- acceptance of the securities (securities issues) for the centralized custody in the depository system, after their registration (state registration) in accordance with the legislation of the Republic of Belarus on securities;
- control over the total number of securities of each issue on a storage in the depository system;
- maintaining of unified reference books and catalogs of the depository system;
- opening of correspondent depository accounts for the depositories and ensuring the transfer of the securities on these accounts;
- recording of the securities of issuers placed (traded) outside the Republic of Belarus and securities of non-resident issuers placed (traded) on the territory of the Republic of Belarus;
- recording of rights on shares held in the property of the Republic of Belarus, including shares under the economic jurisdiction of republican unitary enterprises, administrative-territorial units and municipal unitary enterprises;
- provision of advisory and methodological assistance on depository activities to the depositories;
- assigning national and international identification codes to the securities (securities issues);
- establishment of correspondent relations with depositories non-residents;
- other functions in accordance with the legislation of the Republic of Belarus.

Since 2005 Central depository of Armenia has been a member of AECSD. While in 2020 and 2021 CDA was given the chairmanship of the Association. - ANNA (Association of National Numbering Agencies)
